A female? Looks like an ovipositor protruding from the abdomen. It was hovering in front of the wall to a building very methodically, perhaps (?) searching for its host.

Pretty sure it is Anthrax. One of you computer whizzes should e-mail this to Dr. Neal Evenhuis at the Bishop Museum in Hawaii. He is one of the world's leading authorities on North American Bombyliidae. Apologies for not having his address handy.
