Chrysobothris femorata complex
The elytra look a lot like a members of the Chrysobothris femorata complex, composed of 12 species currently.

I think it is a Chrysobothris species BUT
I am more interested in the wasp. Check out Cerceris fumipennis images and let me know if that is your wasp. You can go back there and find the wasp agggregation and gets lots of buprestids. The wasps usually hang out together and make burrows in open gravelly areas near woods. They prey on buprestids exclusively.
