Size: 2 cm long
There appear to be three short tails. There are two feathery, rather wide antennae. The creature makes rapid circles in the water, almost as if it is chasing its own tail. It was collected in a shallow pond near the Yellowstone River on May 24, 2010.

This is a Chaoborus pupa. The larvae are predacious on zooplankton in lakes.

Moth fly?
The horse-like "face" and "ears" remind me of a moth fly pupa

Fly pupa
This is a pupa of some sort of fly. My guess would be mosquito, but I'm not an expert on these.
