Size: ~7mm (head to wingtip)
The halteres look like small wings instead of stubs which most other flies seem to have. Looks like this thing needs all of the wing area it can get to actually fly!

In response to your halteres remark...
The pale, black-rimmed, membranous disks at the wing bases are called "sqaumae" or "calypters". They're covering the halteres here, which aren't visible.

Calypters are present in many calyptrate flies (e.g. tachinids), and are distinctively conspicuous in Acroceridae.
