It seems like the most interesting creatures are always the ones my camera is incapable of capturing. Apologies for yet another blurry photo... I had thought this was a wasp of some kind until I saw the halteres. Any idea what kind of fly this could be?

I think I've got a lead
some type of gall midge, Cecidomyidae, perhaps?
