This is probably H. reflexulus, the most abundant eastern species. Compare Insects of Cedar Creek--Harmostes reflexulus to verify the identification, at least to the genus. (See comments below.)

The flower is Dwarf Coreopsis--Coreopsis auriculata.

Moved from Harmostes. Definitely H. reflexulus with the long first antennal segment.
