This looks liek it could be a young agriope but, it doesn't seem to be growing. It is perhaps a bit paler in sunlight but, I was trying to bring out some of the markings. I particularly liked the heart shaped semaphore weave in the center of the web.

i think young Argiope aurantia
This one looks the same overall, just darker. The two humps on the abdomen near the cephalothorax match, and the web patterning. Though your's has been more creative with the heart :-)
