This looks like Eulonchus tristis
This species is widespread from the Bay Area of northern California to Oregon. One thing I've noted about E. tristis is the abdomen is somewhat parallel side then tapering rapidly. The other blue species of this region have the abdomen tapering from the middle (rounder).
