This is a close-up of some of the winged adults. By now (14 June) they will have moved on to their alternate host. They are fairly common here on larch trees, but are not a serious problem. This is probably Adelges lariciatus.

Research scientist Jon Sweeney said: "There are two wooly adelgid species on larch: Adelges laricis, and A. lariciatus. Both appear on larch in white wooly masses on the needles as in your picture and also have a life stage that forms a small pineapple shaped gall on spruce. Apparently A. lariciatus is more commonly observed in the wooly masses."
