Not Polistes.
This is some kind of potter wasp (Vespidae: Eumeninae), but I've never seen a domestic species like this. I wonder if it is an introduced species? I'll try to do some searching and get a definitive answer....Update: I found it! Sure enough, it is the introduced species Zeta argillaceum. Will create a guide page.
