Size: ~4 mm
This tephritid fly appeared to be ovipositing. The host plant is a tarweed, Hemizonia pungens.

Allen: thanks for all your help here and with many other images.
Nice! It is on its only known host plant and it seems to be ovipositing. It would be nice to get a life cycle next time.
