Tenthredinidae, Tenthredininae
Aglaostigma semiluteum (Norton, 1862). Impatiens biflora has been recorded as the larval host plant. This is not the same as the Tenthredo shown in the picture below.

Sawfly of some kind.
Maybe something in the Tenthredinidae:
