There were several of these beetles in one area. Each of them was on a specific leaf. The image was taken in the late afternoon, around 4:00PM.

Klamathweed beetle?
This is definitely a leaf beetle (family Chrysomelidae), and reminds me most of the klamathweed beetle, Chrysolina quadrigemina. If so, then the plant it is eating would be St. John's wort. It was introduced here from Europe to help control klamathweed (aka St. John's wort), a plant that causes sensitivity to the sun in cattle that eat it. This beetle comes in several colors, too (bronze, blue, green). Does any of this correspond to your observations?

 
I thought it was a Leaf Beetle...
Thanks for the ID! I thought it was some type of Leaf Beetle, but I wasn't sure. I've seen other pictures of the Klamath Weed Beetle and it seems to be the same kind of bug that I saw. So that works for me. Good stuff.
