some sort of mealy bug, or true bug nymph mabye? -

Size: aprox 2mm
Leaves of the tree they were feeding on. Green Ash, Fraxinus pennsylvanicus as John Pearson pointed out.

A lace bug nymph seems good to me.
Looks a lot more like one of them than a mealy bug or true bug. Thanks for the help.
