Some female Tussocks are wingless or essentially flightless
and mate and lay their eggs right on their cocoons. You may be looking at the eggs of a flightless moth here.

The other possibility is that these are a group of cocoons of some moth parasite. It will be interesting to see what Charley has to say.

yes! Those first two match what I posted. Frothy looking on top of the hairy looking cocoon. Thanks! But I have never seen a wingless Tussock...will have to try to find one out of curiosity!
