The image quality isn't that great, but it has a real fuzzy appearance, like a velvet wasp.

A definite Dasymutilla, likely D. vesta.

This does appear to be a male mutillid.

 
Mutillidae
This is a male mutillid wasp. It could be either Dasymutilla or Pseudomethoca, but I am guessing Dasymutilla by the head shape.

Dasymutilla would make sence, since that's what the females I'm finding in that area are.
