Male ants as discussed in the forums. They were swarming because that is what males and winged virgins do at mating time. I have seen that kind of swarms a few times.
Richard Vernier's comment on another image: "Antennal scapus is very short in males of some ant genera, making antennae barely elbowed". That is the case here.

The lack of a costal vein and open triangular marginal cell in the wing, and that immense "crater" in the middel of the scutellum suggest this gall wasp subfamily. They are mainly pupal parasitoids of flies.

Almost a swarm
Thank you for the ID. A large number must have emerged recently. This evening I found five at once on walls in the kitchen, near an open window.
