Chionea valga
This is Chionea valga Harris - one of only a few northeastern US species in the genus. Of those, the genitalia are externally just like those in C. valga.

 
Weird crane fly
Other than the long legs, I wouldn't have thought crane fly. Thanks Eric and Steve, for getting it to genus and species.

 
Tipulidae?
The genus is in the Tipulidae (crane flies), no? I'll create a guide page if I get some more clues:-)

sorry for not getting back sooner. Yes, it is in the former "Tipulidae", but is more appropriately placed in the Limoniidae (previously a subfamily of Tipulidae)
