Hyalophora columbia gloveri (H. gloveri)
Given the locality (refer to the range maps in The Wild Silk Moths of North America by Tuskes, Tuttle & Collins) coupled with the overall characteristics of the pictured moth, this specimen would fall under the "gloveri" subgroup.

Is this a male with those feathery antennae?

I think the antennae are similar in both sexes, at least at a distance. I think it is a male because of the short abdomen, but I'm not sure.
