Yes, a male Transverse Flower Fly
Generally - but not always - a syrphid with eyes touching top center is male. (Varies by genus. Verify by images here - mating or those that are labeled by gender.)

Someone mentioned the Syrphid eye-sexing diagnostic to me two weeks ago, but I don't know the exceptions to the rule so I still had to ask :)
