Size: 1/16" length
Looks like a small mosquito, but the size is really small and couldn't be much more than 1/16". Couldn't take another picture.

Male Ceratopogonidae
Male Ceratopogonidae. Not sure beyond that. Males of this family are harder to identify because generic characters are often based on enlarged claws of the predatory females. Reminds me a little of Sphaeromyia.
