We don't know if the young males are more likely

to show the brown shoulder stripe or if it has something to do with lighting. In addition to BugGuide, where we found our image with a brown stripe that we referenced. Odonata Central is a great site for Odonate info. We went there to find a range map for weewa, here and here are their images for exsulans. The female, by the way, is pretty uniquely colored and would be easy to ID.

but what do you think of this maybe being E. exsulans

?
We think weewa is a coastal species. New Jersey to Louisiana?

I didn't realize that weewa was a coastal species, so mine definitely can't be Blackwater bluet. I've added the best pictures I have of the abdomen (sorry they're so poor). I didn't consider Stream bluet because the thorax doesn't seem to match the pictures in Lam (male has narrow blue shoulder stripes with no brown, and female is pale green, not blue). Do you think this might be a YOUNG MALE Stream bluet?
