tropical centipede
I keep counting 22 pairs of legs, but centipedes always have an odd number. Assuming you have 23 pairs there, I would suspect you have Scolopendra polymorpha, a common "tropical" centipede in northern california:

but I am no expert.

At any rate, some kind of "tropical" centipede for certain.
