13 flagellomeres
I count more than 11 segments in the flagellum so this is not in the Chironomus group.

Is there another angle on the front femur? The angle of some of the hairs is a diagnostic character of one genus.

 
Sadly,
all I have is two shots of virtualy the same angle with slightly different lighting, so I have no other angles than what you see.
