Urban garden. This beetle seemed to be freshly hatched, weak-kneed with a beautiful green iridescence.

I just identified one of these for another website a week or two ago. It is an introduced species from Europe, not a native.

 
range?
I don't recall seeing much about the range of this in NA - is listed in Nomina, but also Quebec Canada. It appears this was deliberately introduced;

Smith, M.E. 1959. Carabus auratus L. and other carabid beetles introduced into the United States as gypsy moth predators (Coleoptera, Carabidae). Proceedings of the Entomological Society of Washington, 61: 7-10.
