I believe this is a Female Blue Dasher, but I'm not sure.

Female Blue Dasher would be very different
Check out some of the images in the guide here for example. With these small yellow stigmas and wide wings, we think this more likely to be a male Pantala flavescens, in the guide here. What do others think?

 
Wandering Glider - Pantala flavescens
I agree with Pantala flavescens. It is a species that has some unusual life histories. It disperses in the spring, from south to north, and the larvae takes less than two months to develop, as opposed to a year or more for most species. It is the only species of dragonfly with world-wide distribution, known from every continent (except Antarctica).
