Size: ~1 cm
These willow galls were fairly common on one shrub. I opened one up to expose this small white grub, possibly a fly larva (~2 mm).

Can't really see the larvae
The only willow gall I can think of that is made by a Diptera is the cone gall, this looks more like the sawfly gall (Tenthridinidae, Potania). Maybe check the larvae there and see if it looks right?
