Is this a black swallowtail larva? I have photos of many others, but only this one has the "horns".
It is on a parsley plant.

Yes.
Black Swallowtail caterpillars change appearance from one instar to the next. This appears to be a third instar caterpillar. It will probably lose the horns at the next molt.
