Insects on cherry tree

Insects on cherry tree
Hancock, Houghton County, Michigan, USA
July 3, 2010
Size: 0.5-3 mm
A cherry tree at a friend's house had a massive infestation of these, they were covering all of the leaves to about the density shown in the picture. These are new to me, does anyone know what they are?

Moved from ID Request. I don't think they're woolly aphids, but surely they're some kind of hemipteran... I'm guessing something along the lines of treehopper nymphs.

Not an ID -
but they look a bit like woolly aphids? Not sure at all, though... :(
