Two possibilities
The two most likely species can be distinguished by hairs on the postnotum (plate on top between scutellum and base of abdomen), hairs on head behind eyes (may be in single or double row), and density of hairs on side of thorax. Other characters include ratio of lengths of hind tibia and basitarsus, which is hard to get in photograph because you need them both at the same angle to camera, and details of hairs and spines at tip of tibia, which are nearly impossible to photograph.

Banding pattern on abdomen would also help.

Hmmm.
Well, I added a closer lateral crop. The entire thorax is out of focus on the dorsal shot, I never saw the abdomen from any view, and as you noted, anything on the legs is out of the question.

Moved
Moved from Midges.

A closer view would help. Hairy wings suggest Pentaneurini while apparent extension of C past end of R5 suggests Macropelopiini.

Added closeup
DOF isn't very good.
