Spider Wasp (Pompilidae)
Overall proportions, shape of antennae and of pronotum indicate an all- black Spider Wasp. Level of magnification is just too small for an examination of middle and hind tibiae, but they SEEM to have a toothed outer face - which would mean subfamily Pepsinae.

 
Priocnemis minorata.
At this size, and this time of year, in the eastern U.S., it can 'only' be Priocnemis minorata. Great images!
