These are very tough to get to species.
You're certainly solid to genus, but I wouldn't claim species on this one. Perhaps an expert will comment. However, very few Steniolia are IDed to species here.

(I mention this, as I've been chastised for inaccurate wasp species IDs in the past. Also, there are state-by-state differences in paper wasps, at least. And, in at least some cases, thorax markings don't appear in keys.)

Put a question mark after "elegans" and you're home free!

Ahh, I wasn't thinking, the ? was after female, and I felt that was the whole ID. I'll make it clear now as you've pointed out.
