Platystomatidae, I suspect. Looks a lot like the Boatman Fly (Pogonortalis doclea):



The experts will let you know for sure.

 
I agree with boatman fly.
Fun to watch, huh? Seen often at Fullerton Arboretum, near entrance and just before waterfall (same side of trail).
