I photographed a very similar-looking fly in Carpinteria (Santa Barbara County) today. It was even on a very similar-looking piece of ground.

 
Similar looking fly
Same habitat you describe. Lots of Coyote Brush and Mulefat. Green Lynx Spiders too on yellow flowered Slender Tarplant protecting their egg sacs.
