Moved from Entelegynes . Though this resembles Neriene I think it's best to leave it here for now. I'm not sure I could rule out some of the other similar looking sheetweb spiders.

it looks like a Neriene to me. Very likely a sheetweb weaver. I've never seen egg sacs like that before though.

 
For what it's worth,
some sheetweb spiders definitely have fluffy white egg sacs--see (1) p. 36.

 
Yes, I've seen single spider egg sacs like that
but not multiple ones in a row. I've seen them in a rows hanging from webbing like in Uloborus, Metepeira, Mecynogea or Steatoda, but not attached to something. Take a look at this running crab spider


I think that is one definite possibility. Also on page 30 of your book it shows a picture of a mesh web weaver (Dictynidae) with three egg sacs in a row attached to a leaf.

I was surprised we don't have any Neriene egg sacs in the guide. I'm wondering what they look like.

 
Communal egg sacs
This 3-image post from July, 2009 shows 3 similar looking egg sacs in a sort of communal arrangement that were deposited on a cross-fence post by at least 2 spiders (Philodromus).
