Nothing like this is
pictured
in my book, but see the text on p. 389. This is probably an undescribed species of
Caryomyia
. No cynipids are known to make galls on hickory.

Probably a Cynipid Wasp
Galls of this shape and color occur on some oaks from the Sierra Nevada in California. According to my field guide they are an unidentified cynipid.
