Physocephala
Its a Conopid! I see the same things out here in Vero. So far I have seen 2 species, one larger, one smaller. They are easy to mistake at first glance for one of the Polistes of the same color.
I guess they are genus Physocephala.

Your photo is very nice. It was very hard yesterday to take pictures with the wind blowing so hard. I almost passed this one up thinking it was just another wasp.
