I guess that it is Platigaster, like the ones I found last year inside goldenrod bunch galls. Awaiting confirmation.
It came from the same galls where I found this Rhopalomyia solidaginis

Features seem to match this group well including a strongly elbowed antennae, body length usually 1-2 mm, a glossy black and slender appearance, an abdomen with rounded lateral margins, and limited wing venation. Additionally, some species have unusual protuberances on the scutellum like this one. Finally, they primarily attack gall midges which you indicated is the host in this particular case. Platygaster works for me.
