Small fly (?) on coyote brush (Baccharis pilularis)

Size: 4 mm
This small fly (I'm guessing) was perched atop an unopened bud of a male coyote brush flower (Baccharis pilularis). I'm curious as to the ID, and also what might be going on with that globe of clear liquid (it looks like) near the fly's mouth.

Can't tell you the species...
...or why the bubble but I can point you to this forum thread which discusses several possibilities about these bubbles.
