Zygiella x-notata
The pattern matches an Enoplognatha better than a Zygiella, but it's obviously in an orb-weaver web. I thought maybe it was the Parazygiella from CA we haven't seen yet... Parazygiella carpenteri, but range doesn't appear to be right and carpenteri isn't supposed to have bands on any of the leg parts but the femurs. I guess it's a young odd looking Z. x-notata; that's the best answer based on your location.
