Size: ~6 inches across
Found beside road. I assume this is part of an old wasp nest. Can anything be said about what broad group among the wasps?

Probably.
If it was not attached to anything, then one cannot rule out one of the other vespid genera, like Dolichovespula or Vespula, though. Vespidae for sure:-)
