I have been
pondered on this image for quite a while and I think I am comfortable to say that this one is likely to be Tipula (Arctotipula) williamsiana . A large early spring species and my study have shown this species is very sensitive to the health of its larval habitat . It has not been recorded in your part of the country for sometime since its original described in 1940. Anyway, I believe the absence of record in the south is probably due to lack of collection, and your image shows that this species is still around.
