Syrphidfly - Xanthomelanodes

Size: 5/16"
I found this Syrphid on Coyote bush , but don't think that I have seen this one before mainly because of the tinted black on half of it's wings and the fact that it has paddles behind it's wings ( what are they used for ? ) Thanks for any comments , sincerely Beth
