Megacyllene caryae...
...the alternating yellow and white elytral bands of this spring species (date of photo?) are narrower than the yellow-only bands of the fall-active M. robiniae.

Time of year??
This is a prime example of why dates when images are taken are so important. This could be either a hickory borer or a locust borer (most likely). Hickory borers are spring insects. Locust borers are fall insects.
