I think this is a spider wasp and I'm even going to jump in deeper and say "Ageniella"? It's a beautiful little wasp but hard to photograph. Female? (don't say I'm wrong on 3 counts, please)

Yes...
it's a female A. accepta or A. conflicta, I'm leaning toward conflicta but it's tough to say for sure from photos.
