Yes, it is a male Red-headed Meadow Katydid
Another that sort of has the same look is Orchelimum concinnum the Stripe-faced Meadow Katydid, but rarely is it this red in the face (has red stripes instead), and it is more slender. For some reason that one isn't photographed often either. O. pulchellum has (apparently always?) distinctly blue eyes.

Not an expert
At first I thought Orchelimum pulchellum (Handsome Meadow Katydid), but maybe Orchelimum erythrocephalum (Red-headed Meadow Katydid) is a better match?
