Figured it out
This midge is unusual because it is perched with wings overlapping. That is extremely rare in Chironomidae, where wings are either tented or held out horizontally to the side. The only other one I've seen is the other one in this species group on BugGuide.

Midges in the related family Ceratopogonidae almost always perch with wings overlapping, but again there are a few exceptions in one genus.

There's something odd about this one. Maybe the short, narrow male-like wings on a female body.
