What is this fairly large Tiger striped insect? Is it a member of the Assassin Family?

Assassin Bug
Yes, it is an assassin bug in the Genus Pselliopus. See guide page here. I don't know about Maryland, but they are fairly common here in NC.

I'm going to move your photo to the guide page since you've posted the first shot of one of these in Maryland.
