Aphid.
Believe it or not, I think this is an aphid. Obviously, one of the "giant" varieties:-)

 
Longistigma caryae ?
This looks like a Longistigma caryae to me. But is there any sure way to distinguish them from the Giant Willow Aphid (Tuberolachnus salignus) at this stage? It seems the conical tubercles on the abdomen of adult T. salignus is a distinguishing feature but I'm not aware of a certain means of distinction between the two at this stage.
