Proctotrupidae?
This seems to match the description of a Proctotrupid very closely--see here.

Correct…
Fits the description of a proctotrupid including the spindle-shaped abdomen, a short cylindrical petiole, and distinctive wing stigma. Mostly parasitoids of beetle larvae.
